INHALTSANGABE:
Die kanadische Juristin Louise Arbour wird 1996 zur Chefanklägerin für die Kriegsverbrecherprozesse am Internationalen Gerichtshof in Den Haag ernannt. Sie begreift die Aufgabe nicht nur als persönliche Chance, sondern erkennt auch, dass das Tribunal richtungsweisend für die Zukunft des Weltfriedens sein kann. Ihr Enthusiasmus wird gedämpft, als sie merkt, wie viele Steine ihr in den Weg gelegt werden. Durch Eigeninitiative am Rande der Legalität kann sie die Festnahme zweier serbischer Kriegsverbrecher erreichen; trotz vieler Rückschläge gelingt ihr das Unmögliche: Am 22.5.1999 erhebt sie erstmals gegen einen amtierenden Staatschef Anklage: gegen Slobodan Milosevic
